Osborn Consulting’s collaborative team of engaged professional engineers provide civil engineering services including project management, planning, alternative analysis, design, plans, specifications, and estimates (PS&E), and construction support. We focus on service areas including stormwater management, transportation drainage, fish passage and habitat restoration, green stormwater infrastructure (GSI) and low impact development (LID), research and effectiveness studies, environmental compliance, and utilities planning and design.
Our team is experienced providing these services on conceptual planning-level feasibility studies, traditional design-bid-build projects, as well as design-build projects.

Deepa leads Osborn Consulting’s Transportation Drainage practice and brings experience focused on surface water engineering and modeling. Deepa has worked on several design build (WSDOT and Sound Transit) and local agency stormwater projects. Her main focus has been on transportation drainage design, hydrologic and hydraulic modeling and analysis, neighborhood drainage improvements, stormwater planning and design projects including project ranking and prioritization, temporary erosion and sediment control design, environmental compliance involving permit coordination, compliance regulation (NPDES and Sewer Discharge Permits), and field inspections. Deepa has excellent record of meeting client schedules and completing work with a high degree of accuracy and competence. She is currently the co-chair for the ASCE Seattle Section Water Resources Committee.

Matthew has 26 years of experience planning, analyzing, designing, and managing a wide variety of water resources related projects including levee assessments, flood protection, and floodplain studies, fish passage and culvert replacement projects, wetland mitigation and river restoration projects, stormwater, and various hydrologic and hydraulic basin studies. Matt has worked with federal, state, tribal staff, and local agencies to lead multidisciplinary teams for complex projects throughout Washington State.

Service Contact
With 22 years of work in civil engineering and project management, Robert’s extensive experience includes both local public sector and private sector projects. He has provided civil, utilities, grading and drainage designs for apartments, multifamily housing, condominiums, roads, utilities, retail, offices, university facilities and parks. In addition, Robert has designed many low-impact design systems including bio-retention/rain garden systems, porous pavement (pavers, concrete, asphalt, gravel, grass) and rain water cisterns.
