Ann Bryant, Matt Randall: Leading Osborn’s Newest Practices

Congratulations to Ann Bryant and Matt Randall, Osborn Consulting’s newest practice leads! With decades of industry experience between them, Ann and Matt will lead the Asset Preservation & Planning and Civil Engineering practices, respectively.

Through their technical know-how, strategic leadership, and project management skills, Osborn’s practice leads are integral in shaping our future. As we continue to grow and deliver creative and practical solutions for water and land infrastructure, we’re proud to align our ever-growing bench of expertise with the needs of our clients and communities across the Pacific Northwest – no matter the challenge.

We sat down with Ann and Matt to learn more about their new roles, favorite projects, and what keeps them busy outside of work.

Ann Bryant, PE, Practice Lead
Asset Preservation & Planning 

Joining Osborn in 2014, Ann is focused on water resources condition assessment, rehabilitation, and planning work. Her experience includes working on a variety of complex municipal storm, sewer, and water system projects. As a NASSCO-certified engineer, she has led multiple condition assessment programs and rehabilitation projects that applied both trenchless and open-cut installation methods, resulting in more resilient utility infrastructure for local cities in Washington State.

Can you tell us about your career?

Prior to joining Osborn, I focused mainly on sanitary sewer, modeling, and utility work. Over the last 11 years I’ve been at Osborn, I’ve really enjoyed broadening my skill set working on stormwater projects, especially planning projects. I particularly enjoy developing CIPs for planning documents and seeing them implemented, and starting and supporting condition assessment and repair and replacement programs to help cities better plan for maintaining and improving their existing infrastructure.

What’s been a favorite project of yours?
It’s rewarding to see the programs we helped start evolve, grow, and continue to directly benefit cities and communities. For me, it’s about both the projects and the people. I really enjoy getting to know my clients and building long-term working relationships with them. I started working with the City of Shoreline on their basin plans in 2014, and I’m still working with them today! It’s nice providing continuity amidst so much change. I grew up in Shoreline and went to school in Spokane, and it’s special being able to work with the cities I have personal ties to at Osborn.

What are you most looking forward to as a practice lead?
I’m proud that the Asset Preservation & Planning practice is getting its moment to shine, the opportunity it presents to grow and enhance the work we’re doing – and my role in guiding the direction of that growth.

What keeps you busy outside of work?
I’m a mom to two teens who keep me really busy. One does all things musical theater, and one is a football team manager and drone pilot. Our family calendar tends to revolve around performances, college visits, and exploring all the PNW has to offer, including getting out on the water on our family boat!

Matt Randall, PE, Practice Lead
Civil Engineering 

Joining Osborn in 2024, Matt has more than 25 years of design experience managing the civil development process from planning through design and permitting to construction on public and private projects throughout the states of Washington and Oregon. He draws on his ability to connect with clients and design team members on an individual level to better understand the objectives behind each project.

Can you tell us about your career?
I started my career in Portland, at a firm focused on both site design and public infrastructure projects. I quickly saw how stormwater management is a key component across most projects and made sure to learn and try out creative ways of stormwater management as often as possible to expand my design toolbox. This also gave me insight into a wide range of project types. Moving back to Northwest Washington, where I grew up, I eventually found a position as a stormwater lead with a firm with a heavy focus on roadway design. In late 2024, I had conversations with folks at Osborn, including Tarelle, about leading through change, and she said, “Why don’t you come work for us?” I’ve been here since!

What’s been a favorite project of yours?
My favorite projects are those where, when you’re done, you get to see them used for the purpose they were designed for, like parks. You can sit down and watch people enjoy the space and see all the life happening around you. It’s about helping build the communities that helped build me.

What are you most looking forward to as a practice lead?
I have always enjoyed making visions happen – that could be meeting with agencies in planning stages and talking about upcoming projects and how we can help. Similarly, when you’re leading a team with young professionals or a multifaceted team with subconsultants, you get the opportunity to hear their goals, whether it’s a career aspiration or a dream for the community. No matter what else is going on or what is stressing me out, those are the days I go home and think, “I had a good day!” In this position now as a practice lead, this is exactly what I get to do every day.

What keeps you busy outside of work?
I’m a husband, as well as a dad to teenagers. As a WSU grad, I love keeping up with Cougar and PNW sports, particularly baseball. We’re an outdoorsy family and enjoy backpacking, hiking, and skiing. I’m also slowly working through reading my many stacks of books, an eclectic mix of spy novels, leadership books, and autobiographies of historical figures.
