West Terrace Stormwater Management Plan

The West Terrace neighborhood experiences chronic stormwater issues, primarily caused by increased development and a high groundwater. Osborn supported Spokane County in developing a comprehensive approach and securing funding to address these issues. The project included analysis, stormwater modeling, and design development for the neighborhood. We developed strategies including underground drains to catch groundwater and an area-wide storm drain system to move water away from problem areas. The project resulted in a prioritized list of capital improvement projects, conceptual project designs, and an opinion of probable cost that was used by the County to secure grant funding for construction.
