Hall Creek Subbasin SMAP

As the prime consultant, Osborn Consulting has led 10 task orders for the City of Mountlake Terrace through the Surface Water On-Call contract. One task order was the SMAP plan, which was focused on the Hall Creek subbasin. It was selected as the high-priority subbasin through the Receiving Water Prioritization and Subbasin Selection effort completed by the City. Through site visits, data review, and collaboration with City staff, our team identified and prioritized stormwater management actions and strategies for the Hall Creek subbasin that are customized to the subbasin’s character and provide a realistic path for the City in their effort to protect and improve water quality and habitat for Hall Creek and Lake Ballinger.
